Not trying to shoot the messenger here, but in my world, things are
getting increasingly restricted.

My AIX boxes are not permitted to connect to the internet, and I have
a SOE'd windows PC on my desk and a userid with extremely limited
rights.  Being able to download something onto my pc and install it,
even if it is neccessary, requires lots of paperwork and convincing
people who would rather not allow exceptions to their SOE.

Unfortunately with Windows XP, security can be such that you can't
even drop an icon onto the desktop, let alone install anything.

So my vote is for web based tools requiring nothing at the client
end.  KISS principle applies here.
