I don't know the specific trouble, but I suspect it is some kind of
configuration issue. The only advice I can offer is to try removing and
reinstalling the client:

1) Stop all running instances of the TSM client, including services
(journal, scheduler, CAD, remote client agent) and interactive
applications (GUI, command line, etc.).

2) Remove all TSM client services.

3) Uninstall the TSM client. Save any residual files you might need (like
dsm.opt), but otherwise you can clean out the ..\Tivoli\TSM\bacilent
directory.

4) Clean up any residual TSM registry entries. BE CAREFUL! If you are not
comfortable editing the registry, have your Windows system administrator
help you out.

- The HKLM\SOFTWARE\IBM\ADSM\CurrentVersion\BackupClient key can be
removed.
- Any residual client service values left in the
HKLM\SOFTWARE\IBM\ADSM\CurrentVersion\EnterpriseMgmtClients\Services can
be removed.
- Any keys whose names match your client services can be removed from
HKLM\SYSTEM\CurrentControlSet\Services

5) Reinstall the TSM client and copy your options file back in.

6) Verify the installation by running a simple command line backup and
restore for a small file.

7) Recreate your client services.

Then see how it goes. If you continue to have problems, you should contact
IBM technical support for further assistance.
