Go to TSM server reference book; Appendix A. IBM Tivoli Storage Manager
Utiliites.
Use ;
1. dsmfmt cmd to format additional log files
2. dsmserv extend cmd to extend those additional space to tsm log.
3. start TSM server in foreground with dsmserv cmd.

Has anyone ever experienced this issue? I tried to start the TSM
