Most likely a site thing.  If AIX process accounting is active at that
point,
examine /var/adm/pacct for the time corresponding to when the
/usr/tivoli
directory shows having been updated, and correlate the processes back
to the
system task which is doing it.  Also check /var/adm/messages, AIX Error
Log,
and console log (via 'alog -f /var/adm/ras/conslog -o').
