It has never been the case that ADSM or TSM "sends data to disk instead of tape
devices": data goes to the storage pool identified in the Copy Group per the
Management Class you use for the backup.  The device type is your choice, per
Devclass.  Many customers back up directly to tape drives, where it makes more
sense to do it that way (database backups, greatly changing client file system),
wherein the tape drive does not sit idle and wasted as the client searches for
another file to back up.

See "Where the Files Are Stored" in the Admin Guide manual, and review what you
coded in your policies.
