I'm not sure there is a conflict at all.

The first reference is in the narrower context of archive processing, when
the options include and include.archive are equivalent. Similarly, in the
section immediately above on backup processing, it describes include and
include.backup as being equivalent. However when considering both backup
*and* archive processing, each of the options include, include.archive and
include.backup has a different meaning. This is the point that the second
reference is making.

But that's just my interpretation...
