No.

Any "service" that says they can convert is going to restore with Legato
and rebackup with TSM.

What your customer is better off doing is setting up a TSM system for
new backups, and allow the Legato backups to expire down somewhat.
Eventually, the user will have to restore and rebackup--no way around
it. If the customer can identify the data directories and deal only with
them, they will be better off.
