Thanks Mark. I called Tivoli support and they told me that even if the
database volumes are valid if you loose the logs their useless and you need
to do a restore anyway so guess what I'm doing? :)

Probably. Your TSM server service is either running, or the downage may
have corrupted your database to the point where it thinks the server
service is running. If it is the latter, you'll have to do a database
restore to get it right.
