I can only add a suggestion to check subject
"Shrinking (dwindling) number of available scratch tapes"
in ADSM QuickFacts, where I summarize some factors.
One classic cause is a tape being needed while one is
momentarily unavailable because it is dismounting.
I find the following macro very handy in identifying stale partial tapes:
