You need to have Data Protection for Exchange version 5.2.1
in order to back up and restore Exchange 2003.

With Data Protection for Exchange version 5.2.1 you can back up
and restore at the database level. And so, you would restore
the Public Folder Store database in order to restore the
public folders appearing within that database.
