Whatever was transferred has been transferred.  It doesn't "wipe out"
the reclamation that had been done before the failure.  More examination
of the actlog may reveal reason for failure.  Could be as simple as
tape error or a restore needed a tape that reclamation was using and
preempted the reclamation process.
