I had exactly the same setup on my old TSM system.

The trick to using multiple file systems as FILE device classes is to
pre-define the volumes and set MaxScratch to zero.  Then the volumes will
toggle from full to pending to empty and never go scratch.  That way you
can have as many file systems as you like - my old TSM system had six. You
can allocate all the space in each file system.  With MaxScratch set to
zero TSM won't try to allocate any additional volumes and overallocate the
file system.

Also, note that large volumes aren't necessary.  Each directory name
stored takes between 500 and 1000 bytes on my system, so I've got my
volumes set at 50 MB each. That will hold 50-100 thousand directories per
volume.

Yes, I have tried to read through the admin/getting started/reference
books

We have a disk stgpool named DIRPOOL where we direct all our directory
info to (using the dirmc option).  The stgpool backup to drm of this
pool has gotten progressively worse (2 hours for 9253 files, 12,296,192
bytes), so we decided to try the approach of creating FILE type disk
volumes to migrate to so that the regular disk pool would stay fairly
small/fresh.  It didn't seem too hard after reading the admin guide, so
I went and carved out 5) 500MB lvols to try it out.  After some false
starts, I realized that the device class I had to create was only going
to allow me to point to one directory structure (i.e. one lvol as well).
However, I decided to try it on one of the lvols and if that worked, to
move stuff around later.  When I lowered the migr level of the dirpool,
it looked like it was going to work, but after creating and filling one
50MB TSM vol in the DIRFILE pool, the migration aborted saying it was
out of space.  Attached are the log entries as well as all the detail I
could think of to show how things are set up.  If anyone could point out
where I'm going wrong, I would be most appreciative.
