ITSM uses several criteria to decide whether a file is a canidate for
backup.  The modified TS is only one.  It looks at the size and
persmissions as well.  I suspect that there are other attributes that
will cause the file to be backed up in addition to a change in the
modified TS.

So the short answer is YES they will be backedup the next time an
incremental is run.
