Thanks for all of the responses....this sounds like what we are probably
looking for...we have this fix in development but, haven't moved it
production yet. Sounds like that's what we need to concentrate on.

I had this happen on 4.2.3.0 and called it in to IBM. It is fixed
in 4.2.3.2. I have since gone up to 4.2.3.4 without any problems.
Here is the response I got from level 2 support -

Hi Bill,
I have reviewed the dump and it looks like you are suffering from an
APAR
that we just opened up. The APAR
number is PQ68352.

Here is the APAR text:

Customer running TSM 4.2.3 reporting that server is running
but not performing any work
--
The current thread running under the main TCB is waiting on
an ECB in SVMDELA after issuing an STIMERM CANCEL. In both
dumps the caller to pkDelayThread() is SmNodeSession()

(smnode.c+9476, Stm 6184). The requested delay is for 1000 ms.
We are in a tight loop doing one second delays which can encounter
timing
problem in the SVMCDELA code.

Your symptoms matched perfectly to the APAR. It is scheduled to be fixed
in
the 4.2.3.2 fixtest level and that is projected to be available towards
the
end of the month.
I will subscibe your PMR to the APAR so that when it closes I will let
you
know the projection date for a fix. THX
