Salak is correct, you can choose that option, you will then have run a copy 
from the primary pool to the copy pool to get the data copied for DR.

To answer the first question...

I don't believe what you are asking will work, unless your TSM server is 
clustered in some way, and I have not heard of this being done before.  I 
suppose it could be though.  Otherwise, 2 different TSM servers can not share 
database info and therefore you would be creating a whole host of other 
problems...

What we do is...

Our TSM servers run on OS/390, which is mirrored in the offsite location, so my 
TSM databases are mirrored offsite.  In the event of a disaster (one that would 
require us to bring up the offsite mainframe), my TSM servers all come up 
automatically.  In order for client backups to happen, we would need to 
reconfigure a few things, but in the event of a disaster this big, we will more 
than likely be looking at restores being the priority for a short while, and in 
my situation, I can start restores as soon as OS/390 is back up. Usually 8 to 
10 hours, SLA is actually 24 hours, but we have always beat that...

I believe you can choose whetehre this should fail or 
not by setting of "Continue Copy on Error?:" parameter.

If you have simultaneous writes turned on, and one pool or the other is
not available, the backup will completely fail.
