Take a look in your dsm.opt file for the MANAGEDSERVICES line. Looks like
you have the scheduler setup so it is started by the Client Acceptor Daemon.

If you need to run it manually for some reason comment the line and it will
allow you to start it..... Of course don't forget to put the line back to
return everything "back to normal"

I cannot get this scheduler to stay running.  Should I remove it and
