I don't why it is happening... but you will have to cycle the TSM software .
You should be able to complete your DBB after the software comes back up.

I got this error for the first time today.  Support won't work with me, or
even look up the error message and tell me possible things to check because
4.2 is no longer supported (as of last week).  Can anyone point me to
things that I might check?
ANR2362E Command: Database backup is not currently possible - compressed
log records exist in the current transaction checkpoint.

Help on ANR2362E only says to retry the backup later.  I have retried the
database backups several times.  Log usage was up to 94% when I first tried
it.  Now it is down to around 12%.  Max usage is 100%, so something
happened since yesterday to cause this problem.

Can anyone help out?
