I am afraid that it is true.  The Library microcode is on a chip that the
CE has to replace.  The drive 3570 drive microcode can be downloaded from
IBM, and loaded via tapeutil.

One can determine the firmware level of the Library via tapeutil,
though.  My two L18's are all at 2.19
