We did not get a solution to this problem.  We finally rebooted and ran
exchange optimize (perfwiz.exe) as requested by TSM support.  This fixed us
for now.  Just an update for everyone.

Mal,

RC=425 means there was an Exchange error.
ACN5350E means there was an unknown Exchange API error.
An "unknown Exchange API error" means that the
Exchange server encountered a situation that
it did not expect, and so it failed the API call.
To properly diagnose this problem, a trace will
need to be obtained and examined by the support team.
The trace will contain the specific error code
and API that failed.

You can always try rebooting the machine first, to see if
the problem persists.  If it does, then please
call IBM support.
