Is this AIX v4 or v5? Are you using JFS files for TSM DB/Log,
disk storage pool volumes or raw logical volumes? The reason
I ask, under AIX, most (almost all) I/O to JFS files goes
through the virtual memory manager, and will cause the "pgin"
and "pgout" in tools like monitor to clock up, from what I
understand. AIX v5 adds some caching hints to file operations,
which (I believe) newer versions of TSM utilise, which
probably change this behaviour.

The paging "pi"/"po" listed by vmstat, or "pgsin"/"pgsout" in
monitor is more like the real paging - if these are high, then
there is real memory contention. If this is the case, a vmtune
might be in order. Some of our 8 GB RAM RS/6000s have a line
like the following in the startups, without, they thrash like
mad:
  /usr/samples/kernel/vmtune -p 3 -P 8 -b 200
