If you do not have a database mirror, it will be more diffcult.
You may try the following step:
1.use "dsmfmt " utility, type the following  command:
   dsmfmt -db d:\dbvol\vol5 101 <-----The new db size, usually  4n+1
                         ^^^^^^^^^^^^^
                         new db volume

2.use dsmserv non interactive mode, try the following command:
  dsmserv extend db 100
                                      ^^^^   <--The new db size -1 or
any size below the new db size you made.

3.Try to start TSM Server.
