I don't know if it is available online, but Mike Kaczmarski gave a presentation 
titled
"Everything You Always Wanted to Know about the Tivoli Storage Manager Database"
at Share in Long Beach February 2001.
(According to the presentation, it's a B-Tree Database.)

Maybe someone with access to the Share presentation files can search the Share 
site
and see if it's there.
