AIX storagepool format

Subject: AIX storagepool format

I am moving from an MVS server to an Aix server.  When a do a "DEFINE
VOL stgpool filename FORMAT=nnn" the Aix box stops responding until
after the format is done.  A monitor shows 100% i/o busy on the disk.
Is this normal Aix behavior?

TSM server = 5.1.1
Aix = 5.1
Disk = SSA Raid 5
