Just setup a mirror db and log on your local drives and let TSM mirror/move
it for you.  Once they come on line you have them on your local drives.
However, you better mirror their as well.  Either hardware or TSM mirroring
will work for that.  Once you have the mirror database and logs you can vary
the ones on the SAN offline and delete them from TSM.

For the disk pools just define a new volume on your local server storage and
do a move data to it.  Delete the one emptied when the move is complete.

Yes, all this can be done on the fly, I have done similar things before to
move things around.
