If your tapes tapes are not checked in, but in state Read-Write or
Read-Only, then the TSM server will issue a message requiring the
checkin of a tape. Then you can safely "checkout libvol" a tape to make
room in the library and "checkin libvol" the requested tape. There is a
time limit: look at the "Mount Wait" time of the device class - default
is 60 minutes. Only if the state of a tape is Unavailable or Offsite,
the files will be skipped.
