Does this level grant the user ability to "halt" the server from the
command-line?

I've found a better way of doing this, and now drive TSM through cgi-scripts
and web pages,
as the correct user sign-on (and it's all logged, to actlog and secondary
logging).

The users need never know their TSM client passwords and can't make mistakes
or have access
to the command-line.

Maximum priviledge they get is the ability to cancel space reclamation to
perform immediate tasks.
Well worth considering..
