I have the same problem.  Tivoli US wants $85k to make a utility to do it.
I'm putting the request through to the sales side at present.

Currently, as far as Tivoli support are concerned, if a file does not exist
in the database it doesn't exist on the tape either (even though we know it
really does) ;-(

If you get anywhere with this please let me know.  Please badger your
IBM/Tivoli rep too if you can ;-)
