Hi.  One solution is to do the scheduling elsewhere.  On that NT client, use
the AT command (or WinAT) to, at Noon, or whenever, on the 3rd day of each
month, execute

net stop "TSM Central Scheduler Service"

At Noon on the 4th, it executes

net start "TSM Central Scheduler Service"
