That's the problem, it does not show any inactive versions. The only version,
inactive or otherwise, are the renamed versions. This is why I believe that
tivoli is not recognizing a difference between the renamed file (.avb) and the
original file(.exe). If it saw the .exe version of the file as missing from the
client side it should mark it so, and keep the last version of that file for
365 days. There doesn't seem to be any record at all of the .exe version at all.

I presume you are using your GUI client for the restore: you need to find
the option to see inactive versions of your file and try again!
