Answer 1 - Before transport, physically remove all the tapes by opening the
doors.
After installment, just put the tapes in the slots and perform a full
inventory. No checkin will be required.

Answer 2 - I certainly hope your IBM CE will perform the move. The CE should
also put the lib in place at your new location. The CE will also powerdown
the lib. But if you would really wan't to to it yourself, use the powerdown
option at the library console.
After a full powerdown, wich can take up to 30 minutes, flip the
powerswitches in the lib manager frame, not the appealing red switch at the
front.

I would not like to move a 3494 lib myself!!!!!!
