What do you mean with "archive" ?
In TSM terms "archive" means file version on the filesystem at the moment
of archive creation. The file is transferred *again* to the server even
when there is "active" version. Backupset does nearly the same using last
backed up version (which ought to be current) without file(s) being
transferred over the network.
The only way to store both "active" and "inactive" versions is to EXPORT
NODE. But this is intended for other purposes and might not be very
helpful.

Subject: Archive file backed up for node
Please advise,
Is it possible to make an archive of all active and inactive files
backed up for a node? Server and client version is 3.7
Thanks,
Jon
