Best guess is there are no scratch tapes in the tapepool.  Issue a query stg
3575_bkup and look at the maxscratch field.  Ensure it is not zero.  Then
make sure there are some scratch tapes in the library.  Before doing any of
this, check the actlog to see what the error message is.
