For data volumes, there is no 1 MB overhead.

You asked for 200 MB, and that is what you got!

   200 MB * 1,048,576 Bytes/MB = 209,715,200 Bytes

Isn't this the amount of space it says it allocated?

It does require a 1MB overhead! e.g.

root@ / > dsmfmt -m -data /tsm/stgpool/backup1 200

Calculation:

200MB X 1024bytes               = 204,800 bytes
204,800 bytes X 1024bytes       =2.0971520 512-Blocks
