Rob,

I have seen this before when an allocated size of a database is large
but the actual database contents are small.  And so what happens,
is that when TDP for SQL is done "restoring" the data, the SQL server
itself still needs to go through and "rebuild/format" the remaining
pages of the allocated database... and for largely allocated databases,
this could take a while. I suggest that when this occurs, you look
at the SQL Server log to see what the SQL Server thinks is going on.
Other than that, you may want to open a PMR so that Level 2
can gather trace information to find out where the hang really is.
