Dear Vint,
as wanda pointed out you need TSM server and client to retrieve data from
an archive.
If you do a backup instead, you can create a backup set. To restore this
backup set you need only the TSM client.

Any data you write with TSM requires BOTH a TSM server and a TSM client to
recover, and the TSM server has to be running a copy of the data base that
was active at the time you did the archive.  The TSM data is not
retrieveable without the data base.
