ANR8403E CHECKIN LIBVOLUME: Operation not allowed for MANUAL libraries.

If it is a manual library (i.e. one or more dirves without robot) you only
have to label the volumes. You cannot check them in or out. Think about
this as they are always checked in and the whole known universe is the
library. But the tape robot (i.e. the human operator) will know where
exactly the requested tape is :-)
Also the request is to insert a scratch volume without any specification
which one:
ANR8326I 001: Mount 8MM volume SCRTCH R/W in drive EXB8505 (/dev/mt0) of
library DAT8MM within 60 minutes.

On manual libraries you should perform LABEl LIBVolume for each cartridge.
If you have automated library (it does not matter with how many drives) you
can label all the volumes with single command. This avoids the need to wait
labeling process to finish to label next cartridge.

When I put a cartridge in the drive (in manual library) when mount request
is pending TSM recognises this and begins tape label verification process.
Thus I was unable to label new volume when request for new scratch one was
pending. I did not dig deep into this because it only forced me to have
some volumes already prelabeled. On productivity server there are scratch
volumes available so this should not prevent something serious. When I find
spare time I would dig in this as well.

If it is a manual library (i.e. a bare tape drive) you still have to label
and "check in" tapes as scratch.  Then TSM will request you to unmount the
full tape and mount a particular scratch tape.  You can run "mountmode"
console which will display the messages.

Well, SWIT3! The volumes have to be already labelled & checked into the
library as SCRATCH volumes. Then, TSM will automatically mount a SCRATCH
volume and proceed with the data write. If not you will have numerous
insufficient space errors in the activity log.
