This is APAR IC28571, which is introduced when you install the TSM 4.1.1
client. Go to the ADSM-L archives at http://www.adsm.org and do a search
with this criteria:

   +IC28571 +raibeck

This should yield a post I made a while ago on how to fix the problem.

Subsequent client levels will not re-introduce the problem.

Hello!  Does anyone know why this error sometimes show up in the
Application
log with W2K Event Viewer (actually, NT 4.0 as well)?  If you do, how do I
repair it?

We are running W2K/NT 4.0 TSM v4.1.1 clients against a TSM v3.7.6 OS/390
server:

Event ID: 1011

The library file ""dsmcperf.dll"" specified for the "TSM Client
Performance"
service could not be opened. Performance data for this service will not be
available.

Status code is data DWORD 0.

I had absolutely no luck searching via Tivoli or Microsoft Premier Support
KB's.  Thanks!
