Dont't have a 3494 but one thing I do when my library is down is use
command UPDATE DRIVE to set online to NO, for each of the drives in
library. This won't stop processes from starting but they will not "lock
up" trying to get a drive. You can easily cancel them when they start.
(I have TSM 3.7, the option I mentioned may not be available on 3.1,
don't remember).
