I have seen this situation before.  Answer is usually that there is a
bug in the code which was detected only after customers started
using it.  Tivoli very correctly removes the bad version until a fix can
be applied.

The last one that I know about (because it affected us) was a
version that did not support national-language characters in the
directory name.  If you created a directory that had an accented
character at any level, the client code would produce an error
message and refuse to backup anything in the directory tree at or
below the point with the national character.  When this was
reported to Tivoli, they quickly pulled the verson off their site.
