I created a new ADSM server at 4.1.2 level and try to access a tape when no
drives are available it immediately fails.  3.1.2.41 did not behave this
way.

What parameter do I need to change to make the process wait for a tape
drive?

My device class settings follow:

Device Class Name: TSM3590
        Device Access Strategy: Sequential
            Storage Pool Count: 4
                   Device Type: 3590
                        Format: DRIVE
