Mike,

Try running "dsmadmc" from server console. If that doesn't allow you to
connect to TSM, you can set communication method as SharedMem in dsmserv.opt
and dsm.sys, which doesn't use TCP/IP and run dsmserv from server itself. If
you able to log in to TSM, you have to first increase log. Hope this will
help you.
