???  What server level are you running, on what platform?
The message you quote does not match the current messages manual.
I should think the message number would be ANR2841W.
In any case, do Query License and Audit License to pursue.
Note that if the license problem involved clients, you should
be getting one of:
  Archives are denied with msg ANR0438W
  Backups are denied with msg ANR0439W
  HSM is denied with msg ANR0447W
so whereas your sessions are not being denied, you seem to have
a more general problem with your licenses.
