How to backup open files??

We are trying to backup a database file (not one that has an agent). The
database remains "open" at all times, but is not opened exclusive. We back
it up SHAREDSTATIC. We have noticed that we very rarely back this database
up and would probably not have a recent version if the user required a
restore.
It is not because the file changes during backup and Tivoli gives up after
retries. Tivoli does not even try to back the database up.

On investigation we have concluded that because the database is open all the
time its attributes don't get updated and hence Tivoli concludes that it
hasn't changed. Tivoli will only detect if the database  has changed if the
application is closed or the system rebooted!

IF our assumption is correct then we are worried about how to back up such
files. We can't rely on the user telling us of their existence so how do we
spot them?  If Tivoli isn't detecting that the file has changed then Open
File Managers won't help.

Are we correct in our assumptions and have any of you found a way around it?
