Michael - Two final things I would check:

1. That the library which the rpm listing says is installed, is actually
   in the usual place:
        /usr/lib/libstdc++-libc6.1-1.so.2

2. That the invoker shell does not have a LD_LIBRARY_PATH environment
   variable which specifies places where the library is not.

Beyond that I would try installing the client on another Linux box and
see if any different behavior.  As Joerg Nouvertne suggested, this
could be a library content issue, rather than existence issue.
You might also be able to inspect the contents of the TSM 4.1 client
binary to see if it has a wacky LD_LIBRARY_PATH compiled into it.
If the client you downloaded is older than one available on the Tivoli
FTP site, the newer one on the site may have received corrections.
If all else fails, if you have a Tivoli support contract, give them
a call.
