Yes. Basic steps are:
1--Install TSM on the desired Sun box.
2--Export your TSM database to a file.
3--FTP the file to your Sun box.
4--Import the file into TSM.

Yes, as long as you copy the volume history, device configurations, etc.
to the new box, and the database is exported/imported to it.

No.

No. Your best bet is to restore to a (legacy) Netware box left in the
network, mapping a drive letter on an NT box to the Netware share that
you dump the restored files to, and copying the files to the NT box.
