Which TDPO level do you have?  The latest available now is 2.1.10.  I would
use the latest one.

I think, the problem you are running into is because of TSM API level and
its message file level are out of sync.  Older level of agent uses message
file out of its installation directory.  One quick fix might be to copy the
message file dscameng.txt from TSM API to TDPO's installed directory.
