do an # ls -al  /usr/tivoli/tsm/server/bin/drm.lic to see if the file is 
there...
and if it has in it what it supposed to have...
also u can do an # file /usr/tivoli/tsm/server/bin/drm.lic
maybe the file is not there, or corrupted, or...

On yr TSM Server when u issue the > q lic what do you get for "Server License
Compliance:" status is: Valid or Invalid... maybe yr whole licencing stuff need
deeper attention.
