Hi Andre!
The reason code 10048 means: Already in use. See Microsoft Knowledge Base
article

n&FR=0 for all Windows Socket return codes.
Could it be that another dsmc process is running on this machine? Use the
NETSTAT command to see if you have another process which is already using
port 1500.
