Yes in theory  "export server filedata=all" would do what you want.
However unless you are talking small ADSM server this is going to take forever

Hi all

can I use the command EXPORT SERVER to create tapes that contain all
information and data, including the database od a Tivoli server. Is it
afterwards possible that an "empty" server after a disaster can be fully
restored with the IMPORT SERVER command?
