Misbehaving client?

Dear *SM gurus,

     I have observed a strange behaviour from a client that seems to be in a
loop while opening new sessions with the server.
     Environment:  ADSM server 3.1.2.0 running on OS/390 2.8, WinNT client
3.1.0.6 running on WinNT 4.0,
Service Pack 5.

 I see a series of messages:

10/23/2000 22:49:00 ANR0406I Session 1122 started for node BONNIE (WinNT) .
(Message repeated 25 times with incrementing session numbers)

10/23/2000 22:49:00 ANR0429W Session 1122 for node BONNIE (WinNT) refused -
maximum server sessions (25) exceeded.

     Then these 25 sessions just sat there until they timed out.  Meanwhile, no
other client can start a session because the misbehaving one has them all, so
all the other clients miss their backups.

     I'm thinking I may have seen something like this a long time ago with ADSM
version 1 or 2, but it is so long ago that the details have vanished into the
fog of memory.  Can anyone help on this?
